BLOG - The African Film Festival streaming on Rootflix by Executive Producer David Foxx

My name is David Foxx,
Executive Producer,
here in California, USA.

David Foxx
Executive Producer

I would like to extend my support to The African Film Festival and Rootflix for their huge accomplishments in 2020!

Mr. Kelechi Eke is showing the worldwide filmmaker community that leadership and innovation can be used for adaptability and continued success.

Do you know of another platform, on EARTH that will be releasing over 50 films directly from Africa, produced by African filmmakers, and available to the worldwide diaspora of African people?

I personally do not.

We MUST support this mission.

As an American, we usually ONLY get the “Hollywood” version of what is Africa. When people experience the content on Rootflix and The African Film Festival, we can get a real sense of different cultures, clothing, food, music, and more about authentic Africa and the beautiful people who live there.

It is highly important that we preserve this message. The filmmakers are creating amazing stories, we must share it for them. These are authentic stories told by filmmakers who KNOW their culture.

All global independent filmmakers should reach out and create relationships with filmmakers and talent in Africa. Build your teams, and include filmmakers from Africa.

Thank you again to Mr. Kelechi Eke for being such a visionary and leading force behind this very important mission. I encourage all filmmakers and independent film lovers to share information about Rootflix and The African Film Festival.

Best international film incentives for Laos - Producers may consider Laos as film destination

International Film Incentive for Laos

Laos Film Commissioner is open to
supporting the international film community.

During these times, we must stay Flexible, and we are prepared to have Negotiable incentives based on a case-by-case basis.

To qualify for these economic and cultural funds, foreign producers do NOT need to co-produce with a Laotian producer

Complimentary Film Fixer:
We offer the best guides in the country, FREE of any additional charges for any productions over $1,000,000 spent in country.

Complimentary Advisory Services for EP:
Executive Producers will have a direct liaison to the Laos Film Commission for any productions over $250,000.

On Set Registered Nurse:
Since the COVID-19 outbreak, all productions are required to hire a full time registered nurse to check temperatures, ask for symptoms, monitor social distancing during meals, and general health of all cast and crew. We will assist you with finding this qualified person.

Product Placement:
We streamline Clearance and approvals needed for any international film productions, to use local prints, products, and items produced in Laos in their films.

Hotels / Housing:
All taxes and government fees are waived when cast and crews stay at approved facilities.

Costumes:
Orders for 100 or more authentic Laotian costumes for use in a local production, may be negotiated and sourced through the Film Commission. There is a 50% rebate for orders of 150 authentic costumes or more.

Security:
For productions of $250,000 or more, film set security may be provided by local police and military forces. Terms are negotiable.

Equipment: Any fees at the border for importing film production equipment from surrounding countries will be waived, for equipment and crews who stay in Laos longer than 14 days. Laos wants to make travel and communication seamless for film crews to travel across the borders, by building relationships with the surrounding countries.

Script / Screenplay:
If you have a project that accurately depicts the Vietnam War, Ho Chi Minh Trail, and the Laotian people in Laos, it will get consideration for 100% waiver of ALL location fees during production. NO cost for these locations, if the Laos Film Commission gives your production prior green light approval.

Hollywood / California:
Any production that diverts their backlogged productions to Laos will receive priority over all local productions as it pertains to: locations, crew, and equipment. The Laotian people understand that this is in support of the bigger picture to build the entertainment industry. We are here to help the Entertainment industry move forward during COVID-19.

Editing:
If any Total Run Time (TRT) is over 1 hour, for one project, and that entire project was edited in Laos, it qualifies for a 20% discount of fees. Discount is negotiated before starting the editing project. Laos Film Commission may assist in finding talent and negotiating local deals for international productions.

Equipment exchange program:
As productions bring in equipment from outside of Laos, they may use the depreciated value of accepted items as an exchange for: services provided, locations, vat fees, taxes, housing accommodations, and transportation fees. The items, values, and terms of the Barter agreement will be clearly stated, and agreed upon, in any production contracts, prior to filming. This program is set up to help add much needed equipment to the Laos film industry inventory. As an emerging forward-thinking country, Laos is looking for innovative ways to build and sustain the Entertainment industry.

Independent Producers:
All video, film, or digital content productions do require a special film permit in Laos. This fee is waived for all productions under $50,000. Independent filmmakers must still submit their project and get permission granted to produce content in Laos.

Extra talent for your film:
If a production hires over 100 local extras for any film scene, The Laotian government can provide, up to, an additional 100 actors for that same scene.

Production is responsible for the cost of the meals. Production pays for 100 Background actors, and Laos government will provide 100 background actors at no day rate cost to the production.

How do we get FREE talent?
Actors in Laos seek much needed training. This opportunity is offered voluntarily to the local community, and the background actors are selected from their voluntary submissions. These are people who seek more training on film sets. Production pays for all normal meals and health requirements. ONLY day rate is not paid by production.

Cast & Crew Local hiring requirement:
NO local hiring requirement.

Laos Film Commission understands the value in building the entertainment industry. Until the local labor force can sustain international needs, there will not be a hiring requirement for producers to take advantage of incentives offered by the Laos Film Commission. Hotels, restaurants, merchants, and many more will benefit from the film productions in Laos.

Bulk Shipping:
Cast & Crew may send home up to 10 pounds each of locally purchased items. Laos Film Commission will pay for the shipping back home! We want some of our culture to reach your home town.

How can I qualify for an incentive?
Producers MUST ask to coordinate all of the details for each project. It is not the responsibility of the Laos Film Commission to figure out which incentive works for your project.

All incentives are subject to change at any time before an agreement is made. All signed agreements will be honored.

Prior to pre-production, submit request and an estimate of total qualified expenditures to the Laos Film Commission.

Program is administered on a first-come, first-served basis.
