Best international film incentives for Laos - Producers may consider Laos as film destination

International Film Incentive for Laos

Laos Film Commissioner is open to
supporting the international film community.

During these times, we must stay Flexible, and we are prepared to have Negotiable incentives based on a case-by-case basis.

To qualify for these economic and cultural funds, foreign producers do NOT need to co-produce with a Laotian producer

Complimentary Film Fixer:
We offer the best guides in the country, FREE of any additional charges for any productions over $1,000,000 spent in country.

Complimentary Advisory Services for EP:
Executive Producers will have a direct liaison to the Laos Film Commission for any productions over $250,000.

On Set Registered Nurse:
Since the COVID-19 outbreak, all productions are required to hire a full time registered nurse to check temperatures, ask for symptoms, monitor social distancing during meals, and general health of all cast and crew. We will assist you with finding this qualified person.

Product Placement:
We streamline Clearance and approvals needed for any international film productions, to use local prints, products, and items produced in Laos in their films.

Hotels / Housing:
All taxes and government fees are waived when cast and crews stay at approved facilities.

Costumes:
Orders for 100 or more authentic Laotian costumes for use in a local production, may be negotiated and sourced through the Film Commission. There is a 50% rebate for orders of 150 authentic costumes or more.

Security:
For productions of $250,000 or more, film set security may be provided by local police and military forces. Terms are negotiable.

Equipment: Any fees at the border for importing film production equipment from surrounding countries will be waived, for equipment and crews who stay in Laos longer than 14 days. Laos wants to make travel and communication seamless for film crews to travel across the borders, by building relationships with the surrounding countries.

Script / Screenplay:
If you have a project that accurately depicts the Vietnam War, Ho Chi Minh Trail, and the Laotian people in Laos, it will get consideration for 100% waiver of ALL location fees during production. NO cost for these locations, if the Laos Film Commission gives your production prior green light approval.

Hollywood / California:
Any production that diverts their backlogged productions to Laos will receive priority over all local productions as it pertains to: locations, crew, and equipment. The Laotian people understand that this is in support of the bigger picture to build the entertainment industry. We are here to help the Entertainment industry move forward during COVID-19.

Editing:
If any Total Run Time (TRT) is over 1 hour, for one project, and that entire project was edited in Laos, it qualifies for a 20% discount of fees. Discount is negotiated before starting the editing project. Laos Film Commission may assist in finding talent and negotiating local deals for international productions.

Equipment exchange program:
As productions bring in equipment from outside of Laos, they may use the depreciated value of accepted items as an exchange for: services provided, locations, vat fees, taxes, housing accommodations, and transportation fees. The items, values, and terms of the Barter agreement will be clearly stated, and agreed upon, in any production contracts, prior to filming. This program is set up to help add much needed equipment to the Laos film industry inventory. As an emerging forward-thinking country, Laos is looking for innovative ways to build and sustain the Entertainment industry.

Independent Producers:
All video, film, or digital content productions do require a special film permit in Laos. This fee is waived for all productions under $50,000. Independent filmmakers must still submit their project and get permission granted to produce content in Laos.

Extra talent for your film:
If a production hires over 100 local extras for any film scene, The Laotian government can provide, up to, an additional 100 actors for that same scene.

Production is responsible for the cost of the meals. Production pays for 100 Background actors, and Laos government will provide 100 background actors at no day rate cost to the production.

How do we get FREE talent?
Actors in Laos seek much needed training. This opportunity is offered voluntarily to the local community, and the background actors are selected from their voluntary submissions. These are people who seek more training on film sets. Production pays for all normal meals and health requirements. ONLY day rate is not paid by production.

Cast & Crew Local hiring requirement:
NO local hiring requirement.

Laos Film Commission understands the value in building the entertainment industry. Until the local labor force can sustain international needs, there will not be a hiring requirement for producers to take advantage of incentives offered by the Laos Film Commission. Hotels, restaurants, merchants, and many more will benefit from the film productions in Laos.

Bulk Shipping:
Cast & Crew may send home up to 10 pounds each of locally purchased items. Laos Film Commission will pay for the shipping back home! We want some of our culture to reach your home town.

How can I qualify for an incentive?
Producers MUST ask to coordinate all of the details for each project. It is not the responsibility of the Laos Film Commission to figure out which incentive works for your project.

All incentives are subject to change at any time before an agreement is made. All signed agreements will be honored.

Prior to pre-production, submit request and an estimate of total qualified expenditures to the Laos Film Commission.

Program is administered on a first-come, first-served basis.

International actor from Brazil seeks Producers from Asia

Actor seeks to make connections with filmmakers from 51 different countries of Asia! Read below.

http://www.asianworldfilmfest.org/

As an international, non-union actor born in the U.S. but now residing in Brazil, who started his career in the U.S. in 2006, I have, though rather limited, first-hand knowledge of the film world outside of Hollywood.

http://www.asianworldfilmfest.org/

I have lived in South Korea, as well, and, though that was before I became an actor, I truly appreciate the real and honest perspective that life outside of the u.S., both in South Korea and here in Brazil, has afforded me.

The Asian World Film Festival (http://www.asianworldfilmfest.org/) is an event that can offer anyone who has not been afforded the privilege of living outside of the U.S. for any length of time an opportunity to broaden his or her horizons and see the world from a more complete, educated and informed perspective. To quote the founder of the festival, ″I created the Asian World Film Festival to fill a void that I noticed was missing in America.

There is a wealth of underrated filmmakers from our region that deserve recognition and this festival was designed to champion and promote them,″ festival chairman and creator Sadyk Sher-Niyaz said.

I can attest to this from my personal experience with filmmakers here in Brazil. From the formidable directing duo of 300ml who have created the international feature film entitled SOUNDTRACK, to the national feature film entitled 10 SEGUNDOS by the fantastic director Zé Alvarenga, to creative directors such as Guto Aeraphe, Claudio Costa Val and Adriano Gilberti, all of whom I have had (and I very much hope to have again) the privilege of working with personally, there is a vast wealth of real talent and potential talent here as well as in so many other areas of the world that is very easily and too often overlooked for a myriad of reasons.

3000 NIGHTS

SYNOPSIS

Accused of helping a teenage boy on the run, newlywed Palestinian schoolteacher, Layal finds herself incarcerated in a top security Israeli prison for Palestinian and Israeli women.

After being subjected to a harrowing reception from the female guards and inmates, Layal discovers that she is pregnant. The prison director pressures her to abort the baby and spy on the Palestinian inmates. Terrified but defiant, Layal gives birth to her child in chains.

Through her struggle to raise her son behind bars and her turbulent relationship with the other prisoners, Layal manages to find a sense of hope and meaning to her life. When prison conditions deteriorate and the Palestinian prisoners decide to strike, the prison director warns her against joining the strike and threatens to take her son away.

In a moment of truth, Layal is forced to make a choice that will forever change her life.

Inspired by a true story and shot in a real prison, 3000 Nights traces a young mother’s journey of hope, resilience and survival against all odds.

DIRECTOR'S STATEMENT

I first had the idea to make 3000 Nights several years ago when I was filming in my hometown, Nablus during the first intifada where I met a young Palestinian woman who had given birth to her son in an Israeli prison. I was profoundly affected to hear how she had delivered her child in chains and raised him together with her cellmates only to be forcefully separated from him at the age of two. I felt that this was a story that had to be told.

Inspired by the true stories of children born in prison and young women coming of age behind bars, 3000 Nights is first and foremost a human story of a young mother who, through her struggle to protect her child and her relationship with the prisoners around her, finds the space to reflect, develop, and mature as a young woman.

Featuring an almost entirely female cast and shot in an old disused prison, The film explores the meaning of motherhood, love and betrayal, focusing on the imagination, creativity and solidarity of women prisoners that empowers them to survive and endure. Prison is a metaphor for the condition of the Palestinian people – and Palestinina women in particular. I am drawn to this story because it allows me to explore the complex relationships that take place within the intimacy of a confined, hidden space of a women’s world and to go beyond the relationship of conflict and into the realm of the unexpected bonds that can arise between captive women at war.

This story has been living with me for such a long time that I feel I have been imprisoned with these women and seen the same walls and heard the same sounds. For me this is a film about resilience and resistance. It is above all a film about hope.
